The youth teachers are the backbone of the teaching in colleges, they implement the responsibilities of education, undertake the task of fostering the advanced all-around people for our country’s socialistic modernizations. The most essential quality for the youth teachers in college to undertake the work of teaching is to have advanced teaching abilities, which also guarantees the improvement to the effect of the higher education."China believes in that in a one-hundred-year strategy of a nation, educations is the most important basic, and teachers’ quality is the most essential element to guarantee the actualization of education.," Education plays an important role in a state, teachers are the key subject of education, universities are the cradle of talent cultivation, the education quality decides the quality of talents and concerns the future of the state. Young teachers in colleges and universities present a certain group particularity in performance assessment, how to explore a set of an effective performance assessment system for young teachers in colleges and universities is an important research subject currently. Although China has established corresponding assessment indicator system for the performance assessment of teachers in colleges and universities, for the special group young teachers, this system is lack of scientific methodology as the guidance, the indicator system is not so perfect, and there exist various drawbacks in assessment. This paper discusses the characteristics, significance, Principle and indicator system of performance assessment on the basis of reflecting the drawbacks commonly existing in the performance assessment of teachers in colleges and universities and in combination with the characteristics of young teachers. This paper first defines relevant theories of performance assessment of young teachers in colleges and universities and summarizes relevant researches both at home and abroad on the performance assessment of teachers, providing a theoretical basis for the following text. Secondly, it points out the analysis on the particularity presented by the young teachers in performance assessment and the problems of performance assessment for Chinese teachers existing in system, indicator and method, and deeply the reason for the problems of assessment performance for teachers in colleges and universities. In the following, it attempts to establish the performance assessment indicator system for teachers in colleges and universities in China and determines the assessment standard and assessment subject of the indicator. Finally, a conclusion is made, which elaborates the implementation, result feedback and application of performance assessment system for teachers in colleges and universities.
