The teacher evaluation is one of the most important ingredients that influence thedevelopment of the teachers. The appropriate evaluation can stimulate teachers' enthusiasmand inspire them to work harder than ever before. As one part of the new curriculuminnovation, the teacher evaluation provides the effective assurance for the implementation ofnew curriculum. With the development of the elemental education reformation in our country,much more attention is paid to the belief of the developing evaluation. This kind ofevaluation stresses that it must be impenetrated through all teaching progress and giveprominence to the teachers, moreover, it also should be combined with teachers' professionprojects, vocational training, daily teaching and promote the teachers' speciality at last. Theauthor considers that the developing teacher evaluation doesn't contradict with the traditionalrewards and punishment evaluation and it just inherit and develop the tradition to someextent.The thesis expatiates on the developing teacher evaluation and put forward somestrategies through the analysis of the troubles met by N primary school during carrying outthe evaluation using research method of determining the nature. The article has six parts: Thefirst part explains the cause, the object and the methods of the research. The second partdiscusses the essential connotation, theory base and valuation. The third part is about status inimplement of the developing teacher evaluation in N elemental school by observation andconversation. The following two parts show the president and the teachers' understanding ofthe developing teacher evaluation. The last part analyses the problems met during thedeveloping teacher evaluation implementation and puts forward some suggestions.
