With the rapid development of social economy, China has been facing the huge changes of society. In order to provide the necessary human resources, how should the education develops adapting to the changes? With these questions, the probing of education effectiveness and the reviewing of education quality has been being raised around the whole China. Education evaluation has been being a hot problem, attracting the people not only from education system but also from the whole society. Many researcher works have been done on the problem of education evaluation.In this paper, the history of teacher evaluation in China is summarized firstly, including the system of teacher evaluation, the methods of teacher evaluation, and the reviewing of the values of teacher evaluation. In the next, the results of interviewing with relevant persons of teacher evaluation are analyzed. Based on this, the current teacher evaluation system is reviewed. It is concluded that the negative effects of the current teacher evaluation system includes the complexness of management, the distortion of teacher behavior, "the change of flavour" of personal relation, the ectopia of teacher progressive concept and the mental burden of teachers.Based on the practice of a developmental teacher evaluation system in a general secondary school, the strategies of teacher evaluation are investigated, which includes:(1)The value of teacher evaluation is guided in "the value of teaching is the effect of learning"(2)The subjects of teacher evaluation is diversified, including students' evaluation on teaching, peer evaluation, teachers' self evaluation;(3)The ways of teacher evaluation includes activity-based evaluation, mutual help group evaluation, reflective evaluation, portfolio evaluation.The theory and the practices show that the strategies of teacher evaluation must be human oriented, the starting point of teacher evaluation should be the development of teachers, the index of teacher evaluation should be the total development of students, and the aims are the improvements of education effectiveness and the quality of human resource.
