Talents especially high-level creative talents have become the core element of development of the productive forces today. In the final analysis, competitions among countries in science and technology, economic power and comprehensive national strength is competition of talents. Similarly, the competition among colleges and universities is high-quality teachers (talent) competition.Local colleges and universities in China take the responsibility of providing qualified talents for local economic and social development. But for a variety of reasons, the most prominent problem in them is the negative effects and pressures of school teaching and research brought by a serious brain drain. In the current, the mechanism of talent competition and talent flow is not standardized, so we have done an in-depth theoretical study on brain drain in local colleges and universities with practical significance to finding solutions.This paper is divided into four parts. Firstly, it analyzes the status quo of the brain drain in local colleges and universities through the study of literature. Although the location and the extent of the brain drain of colleges and universities are in difference, they share many common characteristics. Then it elaborates the negative effects to colleges and universities even to the talents themselves brought by the problem.The second part of the paper is on a case of Hubei HS Normal University. By analyzing the status quo of brain drain on the year from 2000 to 2006, we have discovered some characteristics of the brain drain in local colleges and universities: brain drain is in a"double high"trend; the losing talent is concentrated in major, young and energetic;the channels of brain drain are becoming pluralism. Hidden talents loss is in exacerbated trend. Then this part analyzes the influence on local colleges and universities caused by brain drain in terms of the economic and social.The third part of the paper analysis the causes of the brain drain in local colleges and universities from the angle of environment, and own factors of local colleges and universities and brain drain.This paper holds that the environment factors include internal inducements such as income and external inducements management of colleges. The own factors of local colleges and universities include school's being difficult to meet teachers'vocational expectation; teachers'dissatisfaction and disappointment to external management of colleges; unfair sense on distributive of school's resources and so on. The last part of this chapter analysis the cause of the brain drain in local colleges and universities from the own factors of talents.The fourth part of the paper puts forward countermeasures of preventing the brain drain in local colleges and universities. It's content includes four aspects: constructing the social environments beneficial to reasonable ordered talents'flow; establishing stable mechanism of local talents with creating locally advantages; carrying out manpower resources management technology with paying attention to actual effect; constructing harmonious campus culture.This paper is completed on base of massive statistical data and literature data collected by author.. It uses relative knowledge combines with work practice of own and puts forward author's some viewpoints on the problems and resolving method to the brain drain in local colleges and universities with practical guidance in hope that it is reference for resolving the problem.
