With the deepening of social reform and development,the shortage of talents has led to the increasing demand for talents from all walks of life.In order to realize the major strategic decision of "double first-class" construction in China,colleges and universities are flocking to the demand for talents.Human resource is the first resource for the sustainable and stable development of economy and society.Reasonable talent flow promotes the academic atmosphere integration among universities,promotes the exchange and development of various disciplines,and at the same time intensifies the competition for talents among different regions and organizations.Local colleges and universities in ethnic areas are the gathering places of local talents,which not only cultivate talents for local areas,but also provide talents support for local social and economic development.At present,the brain drain of local colleges and universities in ethnic areas is becoming more and more serious,which has become the primary problem restricting their healthy development and growth.It has caused a devastating blow to the teaching order and scientific research creation,seriously affecting the healthy development of local colleges and universities in ethnic areas,and further weakening the competitiveness of such colleges and universities.The problem of brain drain is closely related to national policy,regional economy,politics,geography and so on.This paper starts with the problem of brain drain in local colleges and universities in ethnic areas,and takes GZ Normal University for Nationalities as the research object,Around the research theme,the full text is divided into six chapters: the first chapter mainly introduces the research background,research purpose and significance,domestic and foreign related research status,research ideas,research methods,research framework and shortcomings;the second chapter introduces the definition of core concepts such as ethnic areas,local colleges and Universities,brain drain,and other theories,such as the hierarchy of needs theory,two factor theory,equity theory and so on The third chapter takes GZ Normal University for Nationalities as an example to introduce the current situation and characteristics of brain drain from 2013 to 2019;the fourth chapter analyzes the reasons of brain drain in GZ Normal University for Nationalities from three aspects: regional constraints,objective factors and subjective factors;the fifth chapter puts forward the reasons for brain drain of local colleges and universities in ethnic areas according to the causes of brain drain The sixth chapter is the conclusion.This paper takes the teachers of local colleges and universities in ethnic areas as the research object,and analyzes the characteristics and structure of brain drain of GZ Normal University for Nationalities from 2013 to 2019: first,the loss of full-time teachers is mainly divided by work category;second,the loss of young and middle-aged teachers under the age of 40 is the main body;third,according to the age structure,the brain drain of GZ Normal University for Nationalities from 2013 to 2019 is analyzed The structure of professional titles is mainly divided by the loss of intermediate and lower professional titles;the fourth is that the degree of master’s degree or above is the main one according to the educational level;the fifth is that the brain drain from other provinces is mainly determined by the place of residence;the sixth is that the flow out of the province is mainly based on the geographical division of the loss.Most of the local colleges and universities in ethnic areas are located in the western region of China.They have no obvious advantages in the region.They belong to the underdeveloped areas in the level of economic development.The salary level is difficult to compare with the developed areas.The comprehensive ability of all aspects is not enough attractive to talents.Therefore,the characteristics of talent flow tend to be younger,professional and outflow.This paper analyzes the three main factors that cause the brain drain of local colleges and universities in Ethnic Areas: first,regional constraints.From the perspective of regional environmental constraints and economic development constraints,through the analysis of local regional environmental disadvantages,economic development level,medical education level differences and other aspects,it reflects that such areas are difficult to attract and retain talents from external material conditions;the other is the objective factors of schools.This paper analyzes the causes of brain drain from six aspects: infrastructure construction,school running orientation and characteristics,common development concept,single post setting type,emphasis on introduction rather than training,and the conflict between the old and new school teachers’ education ideas.It is believed that the internal contradiction of the school is related to the talent development information,and talents serve the school,but the school can not meet the needs of talent development and can not feel the response The third is the subjective factor of talents.This paper analyzes the brain drain from four aspects: personal career development goal,integrity and professional ethics,interpersonal relationship and family factors.It is believed that the limited career prospects and hopeless promotion will directly lead to brain drain,while the credibility and professional ethics of talents affect the length of stay in school,and the interpersonal relationship and family factors reflect the enthusiasm and satisfaction of talent work Degree of performance.The above three categories are the direct reasons for the brain drain of local colleges and universities in ethnic areas.The countermeasures and suggestions to stabilize the talents of local colleges and universities in ethnic areas are as follows: first,establish and improve the incentive salary system to ensure the orderly promotion of talent remuneration;second,build a reasonable talent introduction and outflow mechanism,improve the talent introduction planning,formulate scientific evaluation standards,strengthen the talent flow mechanism,"soft environment" retention;third,constantly change the management mode and optimize the talent environment The fourth is to improve the promotion channels,promote the professional development of teachers,grasp at any time,timely adjust,and manage after employment,so as to make full use of the existing talent resources;the fifth is to perfect the mechanism of on-the-job training and further study of teachers,so as to enable the talents’ ability The sixth is to speed up the construction and increase the capital investment,so as to narrow the gap between the local colleges and universities and the provincial colleges and universities and narrow the gap in running schools.The central government should increase the investment intensity and the provincial government should take various measures to broaden the investment channels and strengthen the responsibility guarantee to promote the construction of infrastructure and stabilize the development of local colleges and universities in ethnic areas.
