The 18 fifth plenary session of the party stressed that must further implement the strategy of priority to the development of talent, continue to promote the reform of talent development system and policy innovation, form internationally competitive system of talents advantages, speed up the construction of reinvigorating China through human resource development. In both science and technology innovation as the core of market competition at home and abroad, talents are one of the important factors in competitions. Colleges and universities is the important institutions of fostering talents in our country, higher education shoulders the important responsibility of knowledge innovation and technological innovation, and the development of higher education mainly depends on the construction of talent team and structure optimization. Talents of colleges and universities are the important guarantee of higher education quality, however, Gansu province which is located in the northwest of China, because of the condition limit of the slow economic development, the poor geographical location, the backward infrastructure construction and so on various aspects, lead to the development of higher education is behind compared with the development of higher education in southeast coastal areas, the phenomenon of brain drain is relatively serious, how to retain talents, improve the level of higher education quality in Gansu province even northwest China is the key of the push of reinvigorating China through human resource development.This research according to guidance of the human capital theory, the human resource allocation theory and the forewarning management theory, combining research results of predecessors at home and abroad, using the present situation and characteristics of brain drain in colleges and universities in Gansu province as a starting point, using methods of literature research, analytic hierarchy process and multistage fuzzy comprehensive evaluation to research this paper. First, through searching the related literature, data, and consulting the yearbook, etc, analyzed the various aspects of influence of the brain drain of colleges and universities in Gansu province which brings to the local economy, the development of colleges and universities and talents themselves; Second, through the method of questionnaire investigation, from three angles of the external environment factors and internal factors of colleges and universities and college talents themselves designed the brain drain tendency of colleges and universities in Gansu province influencing factors questionnaire, chose three universities in Gansu province to research, doing statistical analysis of 228 valid samples, according to the statistical analysis of the brain drain tendency of colleges and universities in Gansu province influencing factors established three levels of forewarning index system of brain drain of colleges and universities in Gansu province with the external environment factors and internal factors of colleges and universities and college talents themselves as the first level indicators; Thirdly, using a university in Gansu province to inspect the certain practical application of forewarning index system of brain drain of colleges and universities in Gansu province, got forewarning assessment of the brain drain status of the university is in a state of low risk, the brain drain is relatively easy occurring; Fourthly, from the external environment and inside of colleges and universities, put forward some forewarning countermeasures to avoid the brain drain of colleges and universities in Gansu province, respectively is to create the external environment of forewarning system of brain drain of colleges and universities in Gansu province, perfect internal to prevent the brain drain of colleges and universities in Gansu province of human resources management system and contract management system, establish an forewarning system for the brain drain of colleges and universities in Gansu province.
