At the turn of 19thand 20thcentury,democracy stretched its hands to education, arousing a democratic trend of thought.Under the influence of the trend,schools began to carry out innovation of democratic administration and establish democratic schools. Democratic administration is typically marked by the Representative Assembly of Teaching Faculty(RATF).Representative Assembly of Teaching Faculty is the basic organization for the teaching staff to perform their democratic rights and interests and participate in the democratic administration and supervision of the school management.It plays an important role in the management of schools.The RATF system in our country has gone through three stages:germination with the commencement of the democratic administration of schools,establishment and development of the system and the perfection and legitimization of the system.The historical evolution of the commencement and development of RATF indicates that democracy,democratic politics and socialist democracy are the kernel theoretical basis of RATF in our country, with the democratic administration of schools as its historical background and practical foundation.Therefore,RATF ought to be the major channel for the teaching faculty to participate in the administration and supervision of school management,as well as the organization to protect and guarantee the legitimate rights and interests of the teaching faculty.However,our sampling investigation revealed some problems in the RATF system in the elementary and middle schools in our country.Due to the inadequacy of strength in the legislation,propagation and execution of RATF system,the deficiency in the school management,the weak consciousness of fights protection and the insufficiency of the construction of the system itself,many problems remain unsolved in the practice of constructing RATF system in elementary and middle schools,including the lack of beneficial working environment,underperformance of its granted status and functions,difficulties in performing their rights,deficiency in the system itself and so on.RATF system meets the needs of modern democratic politics and conforms to the construction of socialist democratic legal system in our country.It can legally ensure the teaching faculty the rights of being informed and taking part in making decisions, guarantee their essential interests and legitimate rights so as to stimulate their initiative sufficiently.It is proposed to pay more attention to the innovation of working mechanism,the optimization of organization,the intensification of the role of representatives and to the improvement of the actual effects of representatives in reinforcing the construction of the RATF system.Still more suggestions are given like that the school leaders improve their thoughts and enhance the administration on the affairs of RATF,strengthen the construction of democratic legal system and perfect the guarantee measures of nunning the RATF system to ensure that the teachers can execute their democratic rights of participating in the decision-making of school policies.All these,therefore,can elicit a promotion of democratic administration and education democratization in the schools.
