The school-choice-problems gradually became focal problem in educational innovation in 1980s.There is no fault for school-choice, and if we use the right method in the proper time, school-choice can promote schools to improve the instruction and lift the quality of education in the competition. On the contrary, school-choice can also bring about a series of problems, like educational injustice and social injustice. So we must solve the school-choice-problem, but not to preclude the school-choice.Human being's appetence of choice, parents' high expectations for their children, the urban tropism and the lopsided developmental stratagem in educational policy, the scarcity of educational investment and the nonstandard operation in education, all these are the reasons for the school-choice-problem. School-choice will be inevitable if the educational quality is different.Violating the nearby enrollment policy, the high charge and the random charge, brining educational corruption, affecting the quality-oriented education's development, jeopardizing the equality of the education and society, all theses are the main problems about the school-choice in our primary school and middle school. I think the main reasons of the school-choice-problems do not lie in the education but the imperfect social system resulted from the social transformation. From The Reformation and The Opening in 1978, our society has changed from traditional society that is agricultural, predial, closing and half-closing to modern society that is industrial, urban and opening. During the process , the interests pattern,the system of social organizing and controlling,and the people's invaluable concept have changed. There are advantaged results but also unadvantaged results for the social transformation,and the unadvantaged results are that the gap between the rich and poor is extending, a lot of floating population appear and the diversification of people's attitude for righteousness and benefit. In order to get more economic benefit, some central schools make money as the standard for students' enrollment to school and this action affect the poor colony children's droit for education and some rich also complaint the "school-choice" because their reasonless choice. And the relation between the nearby enrollment policy and the registered permanent residence is close, but the most floating population can not get the registered permanent residence, so there are a lot of difficulties for their children's enrollment to school. As a result, the social transformation is the essential reason for school-choice problem. There must be right criterion for choice in school-choice, and the government must bear the main responsibility if we want to solve the school-choice-problems in primary school and middle school, like increasing the educational investment, raising the educational level, increasing the educational supply. In the same time, the school and parents must cooperate the government.
