The theory of school organization is the combination of theory of industry organization and character of school organization, and it is the creative use in school. After having undergone four periods' nearly one hundred years' development: classic organization theory, human relations-behavior science organization theory, modern organization theory and new organization theory, this theory has become more and more perfect, which has offered scientific thinking for deeply analyzing school organization change. Our bureaucracy -organization-centred primary and middle public school organization's aim, structure, staff, technology, culture's combination and development both depend on its own inner rules and are affected and beaten by the social transformation, and so does its relationship with government, community and parent. So, its reform and development should start with the two aspects.On one hand, we should reconstruct school organization's aim according to modern school system, diminish bureaucracy organization structure's inherent institutional weakness, make organization structure and management flat, flexible and networked, realize headmaster's change from single role to multiple role and teachers' traditional role's renewal, realize IT's innovation which takes computer technology as its center, and create deep condition for school organization's development...
