Today, people's working, living, learning and ways of thinking are changed rapidly by the information technology wave of the world. Education is also quietly changed in its concepts, methods, means, and even the institution and structure. With the development of the informational society and the deepening of reform, the reform of college teaching methods are imminent. The author thinks that higher education teachers should identify a breakthrough from microcosmic, which is to reform classroom teaching. The Web-Based PBL can be a good method used as a supplement and extension of traditional classroom teaching.The author believed that there are much difference between PBL and PBL in the network environment. PBL in the network demands higher learning ability of the students. It can't be denied that the network promoted the study of learners; especially the network transmission technology enables the learning activity which crosses space and time. But, opposite to face-to-face teaching, this kind of teaching which cross space and time produces some negative factors. The time delay of information communication between teachers and learners can not be neglected. Therefore, the teacher's guidance and services appears to be particularly important. Based on these, the author proposed inducts Touring Strategies in Web-Based PBL instruction to make the study in the model of Web-Based PBL more perfect and effective.This study is separated into four phases: literature research, theory study, action research and evaluation analysis. The article disussed mainly the various elements and operational processes of Touring Strategies in the Web-Based PBL instruction, analysed the specific guidance of teachers in each element and then verified, modified, perfected its validity by action research and experimentation. Based on the way of learning activities, the author developed a PBL learning platform which could reflect the characteristics and the basic functions of PBL. Based on the theory research, we analysed the characteristics of the learners and the contents and took the《modern distance education》course of educational technology as an example to verify, modify, perfect its validity by action research an experimentation. In the end of paper, we settled and analysis the data, pointed out the conclusions of the study, flaw and suggestion.The results show that: The application of the Touring Strategies in college networking teaching was a successful of the verification. The students are filled with interesting and active in the Web-Based PBL learing process. The students' ability of analysing, exploring, resolving the problem are improved clearly. The skills and initiative of using resource, collaboration learning, self-guided learning are also meliorated.
