A Research About The New Development Model Of University-Run Industury

Since reform and opening up, China's colleges and universities has got remarkable achievements in promoting the transformation from scientific and technological achievements into industrial areas by their own personnel and technology advantages. All of that makes university-run industry develop rapidly. The rapidly developing University-run industries have made great contributions on promoting national industrial restructuring and technological progress, nurturing new economic growth point, increasing the state's tax and social employment. At the same time, the University-run industries also play an very important role in optimizing the structure of the professional subjects and the direction of scientific research, raising the level of comprehensive scientific research, training high quality personnel, servicing school teachers and students, and keeping enough fund and logistics supply to university. Developing University-run industry is an important way to serve the community, it is also a career which "benefits people country and university". However, due to the shortage of experience and the restrictiveness of social conditions and policy, there are still some common shortcomings in it. For example colleges and universities directly found and manage the enterprises, and directly take the of business operating risk of the enterprises, that will stop the development of University-run industries. On the other way, it may bring university a big economic risk such as the industries debt what causes some universities to bear the legal responsibility. At the same time, there are still some other problems in university-run industries such as unclear property rights, unclear powers and responsibilities, backward system and large agencies. All of this inspire people to explore and research a new model which can promote the healthy development of the University-run industries.This paper shows something about the development situation of the domestic and international University-run industries, analyzes common models of domestic and foreign University-run industries, and sums up the experience of its development. On the basis of analyzing the development barrier of China's university-run industries and getting some inspirations from the predecessors, it explores a new model which is suitable for China's University-run industries development. That is the "firewall" model under the system of" two systems in one university". And it also gives some policies and measures to promote the healthy development under the new model of the University-run industries.This paper is divided into five parts: The first part of the article discusses the purpose, significance and domestic and foreign experts'view on University-run industry. The second part shows the developing situation such as the scale of the university-run industries, the industrial structure. And also shows some problems in it, including the unclear property rights, unclear powers and responsibilities, backward system and large agencies, and so on. In the third part, it analyzes the development model of domestic and foreign University-run industries, and sums up their experience and inspirations. In the forth part, it explores new model- the "firewall" model under the system of "two systems in one university". First, it defines two concepts: "two systems in one university" and "Firewall" model, then briefly describes the mode, finally, puts focus on the analysis of the core model. In the fifth part, it gives some measures to solute the problems and promote the healthy development of university-run industries, including establishing a new management system of university-run industries, promoting the estiblishment of a modern enterprise system, strictly managing the industrial activities and investment behavior of the university, building new enterprise culture with university characteristics.
