| The production and the development of modern Olympic Games' cause athletics sports to enter a recent development phase,especially in the recent several years, the international athletics sports competition is becoming more intense day by day along with the various countries pay more attention to it. After Entering for the 21st century, the Chinese athletics sports welcomed the unprecedented challenge and the opportunity; at same time, it also faced the dual missions of the reform and the development. The paper is the object of studying to the partial correlation persons, who are engaged in athletics sports of the Inner Mongolian Autonomous Region. It utilizes some research techniques, such as literature material, investigation, expert interview, mathematical statistic. As a result, it conducts the comprehensive research and the analysis to the history and the present situation of athletics sports development in the Inner Mongolia Autonomous Region. And it also proposes some corresponding countermeasure for the Inner Mongolia Autonomous Region athletics sports development.The findings indicated that the direction of the Inner Mongolian athletics sports development has located at the national games, After 2002, the sports administrative department has adjusted the strategic direction, and established the correct direction of"the target key points, the display superiority, the foothold the national games, sprint Olympic Games". Athletics sports system pauses on the whole national system's stratification of planned economy time last century, which does not adapt to the current market economy of coordinated and stable development. The training facilities and equipments of excellent sports team are quiet complete; the allocated proportion between trainer and athlete is unreasonable; the overall trainer's school record is high. The title structure and the limitation of teaching age is incompatible, the training on-the-job and the continuing education for the trainers are not paid more attention. The scientific research facilities of scientific research institutes are quite advanced, but they lack the scientific researcher who have specialized knowledge. Thus, the union is insufficient between the training and the scientific research. Moreover, they lack of the cooperation with the ordinary universities and the sports colleges and universities in the Inner Mongolia autonomous region. The reserved talented persons of Athletics sports are extreme deficient the brain drain is serious. The project establishments of Outstanding Sports Team are not entire, the project establishment has the phenomenon of the resources wasting. Four main problems puzzle trainers, including: the repeat training for trainers, no paying more attention to the study; going to college and the retiring after the employment. Inner Mongolia's sports industry develops slowly, the sports tourism just starts, the tendency of sport card industry development is quick, the sporting goods manufacturing industry is weak. Development countermeasures are listed as following:Setting up the strategy guiding ideology and strategic target of science development; carrying out the rules of transforming the government function, enhancing policy research and the legislative work; establishing athletics sports system and the operational mechanism which adapt to the socialist market economy system; setting up the strategy of societal talented person observes implementation"talented persons strong body"; valuing the union of training and scientific research; enhancing the construction of athletics sports institute; establishing the independent reserve personnel training organization; optimizing and perfecting the structure of movement project layout; developing the socialization and the industrial production of athletics sports.
