| Recently, with the rapid development of North-west rural economy, thecontradictions between the broad masses of the people's strong demand for acceptinghigh quality preschool education and the lack of rural preschool educational resourceshave been increasingly acute. To our delight, distribution adjustment of rural primaryand secondary schools brings valuable opportunities for development of preschooleducational undertaking."The Notice of Ministry of Education on RealisticDistribution Adjustment of Rural Primary and Secondary Schools"issued in 2006clearly stated that"in the course of distribution adjustment of rural primary andsecondary schools, waste of original educational resources should be preventedeverywhere……educational resources after adjustment should be mainly used toorganize pre-primary, adult education institutions, etc."This provides relevant policybasis for developing preschool education in vast rural areas by making use of surplusprimary and secondary educational resources. The present study takes L County inGansu Province as its research object and adopts interviewing method combiningquestionnaire survey as well as documentary method, based on the investigation andanalysis of L County's rebuilding, extending, newly founding and mergingkindergartens, aiming to reveal the general rule of preschool education developmentin North-west rural areas against the background of distribution adjustment ofsecondary and primary schools and provide certain reference to develop preschooleducation in vast rural areas by making use of surplus primary and secondaryeducational resources.The survey discovered that L County established goals of preschool educationaldevelopment by urban and rural overall planning; actively developed preschooleducation oriented to policies; strengthened the organizational leadership andperfected leading organs of preschool education; took actions that suited localcircumstances, rebuilt, extended, newly founded and merged kindergartens; increasedfinancial input and ensured kindergartens'rebuilding, extending works were carriedsmoothly; expanded teaching bodies and ensured stable development of preschooleducation, and the like six measures to make rural preschool educational developmentobtain outstanding effects and basically popularize preschool's three years.Against distribution adjustment of primary and secondary schools, preschool education in North-west rural areas has developed rapidly; however, there still existedsome outstanding problems, for example, class size was too small to cause the wasteof educational resources; the distribution of kindergartens was too scattering, whichmade educational administrative departments'supervision getting a lot difficult;different levels of nursery teachers'professional standards led to the lower quality ofpreschool education; A tendency of"primary school fashion"has appeared in rebuiltand extended kindergartens, which was harmful to child's growth and development.From these points, this paper proposes: deepens the understanding to promote thecomprehensive development of rural preschool education; scientifically plans thedistribution of rural preschool education and optimize rural preschool educationalresources distribution; increases the educational supervision of rebuilt, extendedkindergartens, and develops proper concepts of preschool education. |
