Special education is a weak and indispensable component in basic education.Special education largely depends on the quality of special education teacher forces.If we want to improve the quality of special education, we must improve specia education teachers occupational attainments. Along with the deepening of educational reform and the advance of democratization of education, our special education can no longer meet the requirements of the new situation.On special education, America is one of the most advanced countries in the world.On teachers training, America is also one of the strongest countries in the world.This research embarks from the international comparison angle of view and uses the literature methodology, the investigation methodology and observation interview methodology. By selecting USA's and China's education as an object, this paper presents a comparative study of the two countries'special education teachers'vocational quality.So through comparative study, we find there are some great differences in subject knowledge, in Education and teaching skills, in Scientific research and in action research Between the Sino-US Special Education. To enhance the special education teachers occupational attainments and improve the quality of the special education, we must begin to reform mechanism of appointment of teachers, to take measures to strengthen management of special education, to update serving special education teachers` professional development model, to Strengthen the building of professional ethics, to increase the capital investment of special education,etc.
