With the development of higher education in popularity advancement, there has been a tendency of continuous growth of university scale, unceasing impact by the market mechanism, rapid vicissitude of social system, which requests response of university management. Therefore, objective assessment in higher education institutions arises at the historic moment. The paper takes theory discussion as the logical beginning, launches logical schedule in the process of investigation, by reveling extant problems and the cruxes, we propose improving strategies for objective assessment in higher education institutions, thus we come to the logical end.The paper is divided into five parts. In the first part, we study from the logic perspective to elaborate the background, the researching ways and methods of the research to point out its theory value and practical significance. In the second part, we inquire about the theory basis of Chinese objective assessment in higher education institutions, basing on management science. Firstly, we elaborate the concepts of object and assessment as well as their relationship. Secondly, we construct the theory frame on which we provide support for objective assessment in higher education institutions. Then we analyze the integrant factors, basing on which we analyze main charactors on how to perform objective assessment rationally in higher education institutions. In the third part, we conduct an investigation about the presence of objective assessment in higher education institutions, by which we find the prominent existing problems and possible reasons. In the fourth part, we point out that the practical strategy of objective assessment in higher education institutions need to be in relation to theory to consummate assessment system. In the fifth part, we draw the conclusion by analysis, from which we believe that never is there an eternal invariable assessment pattern, only there are rules of the unification of opposites, therefore, we only strive for appropriate pattern instead of the best pattern.By studying, we obtain the following viewpoints: First, the reform of higher education system has provided the appropriate soil for objective assessment in higher education institutions. Second, objective assessment is a system project, its integrant factors are assessment targets, the assessment standards, the assessors, the assessment objects, the assessment procedures, the assessment periods, the assessment ways and the assessment results. Third, objective assessment in higher education institutions has provided opportunities to high efficiency of institutional management, but the preferring of one to the other should not be neglected. Fourth, we should put theory of system, theory of contract, theory of achievements, theory of controlling, theory of inspiration and theory of management by objects into practice to the implement objective assessment in higher education institutions and optimize assessment strategy. Fifth, never is there an eternal invariable assessment pattern in the world, only there are rules of the unification of opposites. Therefore, we can say, to a university, there is only an appropriate pattern but not a best pattern.
