The concept of the higher educational assessment of the intermediary institutions was first proposed by the State Council in "Outline of the National Plan for Education Reform and Development" in 1994. Although under some plights such as promoting late, developing shortly and limited institutions, the development of the higher educational assessment of the intermediary institutions in China is still booming. With the change of government functions, the development of the marketing economic system of socialization, and attending more activities of higher education and paying more attention to it, the reform of higher education system prompted the government to gradually fade out the direct management of the university. And all of these factors are the soil to fertilize the development of the higher educational assessment of the intermediary institutions. So, the establishment of the higher educational assessment of the intermediary institutions which suits the national condition among the government, society, colleges and universities is an important measure of coordinated development as well as the trend of democratization and the popularization of higher education.This paper does research on the higher educational assessment of the intermediary institutions in China. The first part defines the relevant concepts that expound the basic problems and research status at domestic and abroad. Secondly on the basis of that, the paper analyzes the advantages and disadvantages of the higher educational assessment of intermediary institutions, and meanwhile, analyzes the developing mode of the higher educational assessment of the intermediary institutions in our country and the current problems and situation from the government, society, colleges and universities, and appraisal institutions those four aspects. In the last part, the paper puts forward in accordance with the development mode and evaluation system of higher educational assessment of intermediary institutions in China to improve the current deficiencies and disadvantages of the higher educational assessment of intermediary institutions by comparing the development history, the development mode and the current operation mode of the higher educational assessment of intermediary institutions of foreign countries with Hong Kong’s.
