The future development of higher education institutions depends on talents. Middle-level cadres in these institutions, an important group of the talent team, play a significant role in the reform, development and stability of colleges and universities and are the driving force of development. They are also the ones who carry out and regulate policies in these institutions, therefore, their quality and ability have a direct influence on the institutions’ scientific development. It is an urgent issue to study how to manage cadres to bring their talents into full play and to increase the institutions’comprehensive competitive strength to stride forward for the first class in the world. This paper is carried out under this background.The thought of matching better confirming to the rules has been put forward by extracting human’s progressive behavior, advocates that human beings should struggle to explore, learn and utilize the regularity of change and show their best qualities in their organizations, and has built the assessment technology that is consistent with the thought of matching better confirming to the rules and reflect humanist thoughts. The thought of matching better confirming to the rules seems to stress individualism, but the judgment of personal performance is on the organizational basis and accords with the organization’s position. This paper discusses the consistency of the thought of matching better confirming to the rules with our national conditions. Therefore, the thought of matching better confirming to the rules not only follows the construction principle of middle-level cadres in Chinese higher education institutions, but also share common characters with their behavioral ideas. If the thought of matching better confirming to the rules is used in the construction of middle-level cadres in higher education institutions, it will play a positive role.This paper introduces the present criterion system in detail, and calculates the configural weights of different evaluators on the basis of group identification, behavior subjects’ behavioral recognition model and helping evaluators’ scoring to give higher marks. The results are standardized by formulas. A simulated case is used to indicate practicality and feasibility of this method. Individual advantage characteristics of morality, ability, diligence, performance, incorruptibility and top index are got by analyzing the random scores that are collected into clusters. Common characteristics are obtained that are expressed in the form of parameters. In the end, the democracy of evaluation is realized based on all evaluators’ judgment.
