The experimental units of regular senior high schools' new curriculum reform in 2004 have promoted the reform of National College Entrance Examination (NCEE) under the new curriculum. And the first NCEE under the new curriculum has been held in 2007. So people pay close attention to the quality of it, Which is its vitality. There are many lightspots in new schemes of NCEE, Which embody the prospect and requirement of the new curriculum, however, bring new challenges to the quality of NCEE.Through reorganizing NCEE schemes under the new curriculum of different provinces theoretically, this dissertation concludes factors affecting the quality of NCEE under the new curriculum, finds theoretical basis for the quality control of NCEE according to relevent theories of system science, management science, and examination science. Under the guidance of examination theory, the results of statistical analysis, and the principle of "there benefits", it establishes the contents of quality control and its standards. At last, this dissertation puts forward the pointed methods of quality control. Through research, the main ideas are as following:The quality of NCEE under the new curriculum means the sum of capability Characteristics that meet certain needs. The so-called "certain needs" are the needs of people or organizations that are affected by NCEE results. Reliability and validity of results can prove these capability characteristics. Quality control of NCEE under the new curriculum means the process that supervisor of NCEE adopt various measures to supervise NCEE activities and correct important deviations, in order to meet the established quality requirements.The quality control standard of NCEE under the new curriculum should be the document made by the national recognized organization and approved by the national standard authority management section.It prescribes the rules,regulations and the specific target to achieve that the designers, executor and valuer shall obey and use repeatedly,so as to guaranteed the best order and the quality of NCEE.The NCEE under the new curriculum is an organic whole. It consists of relevant and interacted elements involved in examination activities, and is related to environment. The main factors affecting its quality are self factors, staff factors and condition factors. Control theory, the different principle, humanism principle and the total quality management are theoretical basis of quality control.The contents of NCEE quality control include subject setting, examination outline, propostion quality and implementation norms, which are independent and interacted. Whether these elements can be controlled scientifically and rationally, is very important to the quality of NCEE. Subject setting should based on the new curriculum system, and the written examination subject number is suitable to set 4-5,the Chinese, mathematics, English must be contained,appropriately utilizes the qualitative assessment,and the score proportion of every subject manifest middle school's class hour proportion and the universities' request. The content of test program should be integral, the content system and the examination paper structure are rational,item examples is standard.The examination paper structure and the technical index are important content of proposition quality control.The examination paper structure mainly includes the content,the ability, the item type, the score, the length, the time limit and the background material.The technical index mainly includes the difficulty,the reliability, the validity, the discrimination and the equivalent. In the test implementation process,we shouled emphasize the specification and humanism in invigilation,control the scoring and comprehensive quality assessment.Quality of NCEE under the new curriculum can be controlled mainly by policy laws and regulations, expert power, informational technology, statistical analysis, Standard examination control and social supervision.In the feed-forward control stage we mainly use the policy laws and regulations control, and the expert authority control .In the implementation process mainly use the information technology control, the standard examination control and the society supervision controls. The feedback control mainly be realized through the statistical analysis.All of them interrelate and complement eachother, guarantee the realization of expected-quality objectives and provide scientific basis for consistant improved quality of NCEE.
