"Elementary education reform summary " clearly put forward the "three favorables" which is the future direction of reform with Higher Education Enrolment Exam(HEE Exam). From 2003 to now 16 provinces in our country have started the implementation of the provincial proposition, Particularly in 2007 in Shandong, Guangdong , Ningxia and Hainan provinces (regions) introduced a new courses reform after the first HEE Exam. From the implementation of the proposition to the new courses of college entrance examination, which played a major role in enhancing the country's basic education quality and level, and raising personalized and diversification of talent. But now HEE Exam reform of the actual situation, the quality of the examination design, examination implementation and results are far from the requirements of the "Basic Education Reform Program".In order to reverse this situation, play certain standard role to our country New Course Higher Education Enrolment Exam(NCHEE Exam), We have carried out "A Research on the System of Quality Assessment Standard with New Course Higher Education Enrolment Exam."This paper begins from the basic theoretical research , before defines the concept of "the System of Quality Assessment Standard with New Course Higher Education Enrolment Exam", The paper has simply induced the background of the NCHEE Exam reforms, and Analysied the four provinces (regions) of the HEE Exam's reform programme in 2007, In-depth Discussed the necessity and importance of introduction the System of Quality Assessment Standard with NCHEE Exam, clear the meaning and scope of standards of the System of Quality Assessment Standard with NCHEE Exam . In drawing on the basis of the evaluation criteria, we have studied the quality of the college entrance examination of the nature of the evaluation criteria, proposed building a macro basis, policy basis, based basis, objective basis and realistic basis for the evaluation criteria. From the national education and management, the quality of basic education, activities such as college entrance examination, we have discussed the quality rating value and the function of the NCHEE Exam .The scientific research needs the method of the instruction, In this paper we also have demonstrated the construction of the system of quality Assessment Standards with NCHEE Exam and the basic steps of the main methods.The article main body part is the quality of NCHEE Exam evaluation standard member and the construction of the structure elements. The article has mainly constructed the evaluation criteria of the design and the implementation process of the HEE Exam. Designing the evaluation criteria aspect at the construction HEE Exam, We have accorded to the reality which our country HEE Exam reforms, simultaneously profited from outside the territory certain feasible procedures, From the subject establishment's appraisal, the content essential factor, HEE Exam discipline ability, the HEE Exam difficulty essential factor, the examination paper length essential factor, the topic essential factor, the score and the time limit essential factor and the equivalent essential factor have constructed the HEE Exam's quality assessment standard.And the content, the goal are the main body essential factors, the topic, the difficulty are derive essential factor, the score, the length, the time limit are dependent elements.This paper from the HEE Exam of fairness and justice, Proposition processes and markers of quality and safety test to evaluate the quality of the implementation process.In this paper, in addition to the theoretical concept of early, but also for the empirical study. We have designed a survey questionnaire from May to June in 2007, the HEE Exam on the end of Guangdong, Shandong, Hainan, Ningxia provinces (regions) to empirical investigation. The topic-based group altogether provided questionnaire 1800, recycled more than 1560 shares, the effective returns-ratio reaches 85%.Based on the questionnaire, the present paper has carried on the analysis to the NCHEE Exam's approval, has obtained "Four Provinces (Area) New Course Higher Education Enrolment Exam Quality Assessment Standard Empirical study" reported.
