Following the strengthen of international integrated economy, the adjustmentof the global industrial structure are proceeding qickly, and the manufacturing of theadvanced countries are transferring outside. Many advanced countries andmultinational companies value the Chinese market when China join the WTO. SoChina is becoming the center of modern manufacturing progressively. However, theserious shortage of senior skilled worker cannot meet with the need. Therefore,developing the higher vocational education is in the most urgent situation.The higher education developed quickly since the expanse of enrolling newstudents in 1998.The unitary quantity of the higher vocational education and theproportion in the higher education increased so much. But the quantity cannot equal tothe quality. Facing many problems in the higher vocational education, especially theteaching quality give rise to the attention in the whole society. According to theproblems, the paper set up the teaching quality's assessment system by the definitestudy to strengthen the administration in the higher vocational education college.Begin with the definition of the higher vocational education, the paperexpound the station of the higher vocational education in the higher education in ourcountry. Then discussing the primary factor that influencing the higher vocationaleducation's teaching quality, and the assessment on the teaching quality is theeffective approach to insure the teaching quality and improve the management level.Although the higher vocational education belongs to the higher education, then it hasits own vivid feature. Based on presenting the higher vocational education teachingquality's intention, pattern, organization and characteristic, the paper raises theassessment items, standard, method and target system. In the last part, the paperdiscusses how to implement the target system and to deal with the assessment result.
