Quality is one of key idealisms of international higher education in 21st centuries. We should study and use the experience of developed western countries to set up own quality assurance mechanism in higher education., to promote higher education' reforms in our country, connect with international quality assurance.This paper consist of 4 parts:The first section analyze international concerns about quality, the meanings of quality, then inquire into relative terminologies , purposes-oriented,, and essential features of quality assurance. Due to our country is in the key course of transformation from elite to massive higher education. Therefore, Interpreting and discriminate basic terminologies and concepts, in favor of improving the science, normative, validity and internationalism of quality assessment and assurance in higher education cuurently.The second section describe general situations of higher education in the proportions of western developed countries, such as: French centralized system; Japanese centralization-decentralization integrated system ; English diversified quality assurance system; Australian higher education quality assurance system; American nongovernmental organization accreditation system. As idealism means surroundings and conditions are varied in varied of countries' higher education, the quality assurance have varied of own characteristics.The third section sum up the higher education' s common characteristics and trends of all the countries, it have great usefulness and reference values to construct our country' s higher education quality assurance mechanism.The forth section is of reference and reflection. Above all, it referred that our higher education quality assurance subject is single, laws and regulations formulating are backward, bring up talented persons lack of directions, curriculum setting and market demanding are apt to be disjointed seriously, quality theory' research are backward; teaching methods are backward; then put forward that such considerations and suggestions to our country' s higher education quality assurance as: market orientation, laws criterion, assurance' s subject, estimate system, theoretics and troops building, information administration of networks mechanism, three education (lifelong, internationalize, network-based education).
