Teacher training center in prefecture-level city has long been the main organization to train the in-service teacher in our country. It also has a very close tie to the local higher education schools. From the perspective of the needs of the history and the development of the teacher training, teacher training in the local higher education school is the best choice. But in the education practice, most of the city has its teacher training institute. This makes the higher education school which has the task of training teacher to do the work passively. Thus the role of teacher further education that local universities have taken to is not put into full play.Taking the teacher training institute in Taizhou as the study object , this paper analysis the inner relationships of the higher education and the influence of the education administration, teacher training institutions and the elementary and secondary school itself on it. Based on the main factors that hinder the local higher education schools to be at underplay, this paper put forward some counter measurements.There are five parts in this paper:Part one: The background and the significance of the study, the research methodPart two: Emergence, development and the international experiences of the city teacher training institutePart three: The current situation of the Teacher training center in prefecture-level city and problems exist. Three types of the organizations: passive training style, noninterference and carte blanche. For these reasons, the function of the training organization is not working fully.Part four: The analysis of the reasons that waken the function of the local higher education schools in prefecture-level city. They are mainly: the higher education resources are not integrated efficiently; the misplacement of the functional department; the limited training ability of the county training organization; the consciousness and the participation of the teachers.Part five: Countermeasurements to strengthen the function. Including: 1. Building up the resource integrating interact mechanism between the higher education schools and the local education organizations.2. The construction of the organization and the policy. 3. The available resource of the teacher training and improvement of the teachers' profession development. 4 Perfecting the school-based training .
