Due to the rapid development of social economy and culture, local higher schools have more connection with the local societies. Therefore, it is an inevitable trend for those schools to strengthen their social service ability and commit to the local construction. Among the four functions of higher education, the social service capability is the internal requirement for their sustainable development and growth as well as the guarantee for improving the overall service and development level of higher education in China, meeting the objective needs of the local social and economic development.Despite the achievement and progress in terms of the social service capability, for example, most of the local higher schools can handle their school orientation properly, expanding the space and content of social services, innovating education thoughts and ideas, there still exist some problems in how to keep pace with the times and how to further improve social service ability, such as the brain drain problems, regional coordination problems, school-running feature value orientation problems and closeness and short-sighted.Analyzing the related questions, learning from the valuable experience of the social service capability construction in western countries, a series of countermeasures and suggestions are put forward:in order to strengthen the construction of social service capability, the local higher schools should firmly base on their actual and local development needs, optimizing the model of training talents, perfecting the system of social service function, strengthening the interaction between schools and the local societies, adhering to the connotative development road of sustainable development.
