Compulsory Education in rural China is experiencing an important stage which is from the "people-run education" to "government-run education". In the period, some researches are based on the redistribution of powers and responsibilities, some based on the rationalization between power and financial authority, and others are based on the policy favorable to mass. After one-year observation in one county which is carrying the reform of the financial safeguard mechanism for Compulsory Education in rural areas, this article analyzed the question which appeared in the investment and management among central, provincial and local levels in the rural compulsory education. It can be divided into the following parts:Chapter 1 Introduction. It mainly talks about the background and significance, the research methods and the content, existing studies, as well as basic concepts and an overview of selected cases zone.Chapter II The governments' investment into compulsory education in rural areas. It emphasizes on the system changes from "people-run education" to "government-run education" and the rights changes of the asymmetric distribution of financial authority and reasonablity. And after this, it describes the reform is carrying in the country and the selected county. Also, it talks the new reform's function in the selected country.Chapter III In the reform, the governments' management responsibility to the compulsory education in rural areas. First, it discusses the changes of the governments' management responsibility in the reform of compulsory education. Second, it tells the status of today's different level of governments' management responsibility in compulsory education in rural China. Third, it reveals the problems in the new mechanism carrying. At last, it introduces the new situation after the implementation of the reform and management.Chapter IV Welfare and equality the support of "government-run education " fulcrum. First, it discusses the welfare and equality is the basic characteristics of the compulsory education. Then, it proposes some solution against the problem which has been mentioned in the second and third chapters in compulsory education input and management of the problem. Conclusion. To confirm the welfare and equality is goal for the reform of the mechanism of the financial safeguard mechanism for compulsory education in rural areas...
