Guangxi Research Funding Guarantee Mechanism For Rural Compulsory Education

The18th National Congress of the CPC put forward:" Education is the revitalization of the Chinese nation and social progress." As is the cornerstone of the development of rural areas, the rural compulsory education in China, under the background of increased living standard of urban and rural residents and the development of rural economy and society, has become the priority among priorities.Material guarantee funding for education is not just the focus of attention of the compulsory education in rural areas, but also the key of solving the predicament of rural compulsory education development. In2005,《The Notification of Deepening Reform of Compulsory Education In Eural China)) has released the funds guarantee mechanism for the further development of rural compulsory education reform.Government has increased transfer payments, reformed educational finance system form place to place, established new funds mechanism for rural compulsory education (hereinafter referred to as the "new mechanism") gradually. As an ethnic minority autonomous regions and also an important area of west development, how Guangxi Zhuang Autonomous Region (hereinafter referred to as "Guangxi" or "the municipality") to face to and promote the reform and development of new mechanism is the subject of this paper. The author get informations through the field investigation form the development of new mechanism in Guangxi,by taking the County of Longan as a case of in-depth research, and combining with the theory of Public Goods、 Education Equity and Principal-agent. On the system analysis of Guangxi’s compulsory education development, the author found that while under the new mechanism the government has increased the education transfer payments, and held the regional infrastructure construction strengthen projects like "the battle of infrastructure construction on border land ",etc.However, issues as the insufficient investment, low of subsidy standard, unsound of the responsibility of government mechanism, lack of the relevant departments incentive mechanism and others, still seriously restricts the development of rural compulsory education in Guangxi.Therefore, the author suggested thses ways following to reform Guangxi’s new mechanism:improving the compulsory education transfer payment system, and piloting Educational Tax、Western Education Bonds and other forms to broaden the sources of funding channels,increasing investment, and establish reasonable outlay guarantee standard. Correctly understanding of Autonomous Region government functions, strengthening the planning at provincial level,improving the"county-based" education financial management mode, reasonably adjusting the distribution of middle schools and primary schools,establish "year of compulsory education school routine management" lasting effect mechanism, so as to improving responsibility mechanism of government and strengthening the financial function. Transforming official governing ideas, reforming government performance appraisal mechanism.Perfecting the system of "school finance managed by Bureau of Finance", improving the treatment of teachers, constructing the incentive mechanism of fairness and efficiency. Perfecting compulsory education finance internal supervision, audit supervision, supervision of the NPC system, introducing social supervision.
