The theme of this paper is the scientific research performance evaluation of college teachers, for this particular job, on the basis of the in-depth study of the connotation of college teachers scientific research "work quota system" and the status quo of college teachers scientific research "work quota system" implementation, it analyzes the impact factors of scientific research performance evaluation of the status quo of college teachers, then proposes the establishment of college teachers research performance evaluation system that suits the colleges and universities development strategies, provides practical path of great value for the teacher performance evaluation.The first part of this paper analyzes the research background, significance, as well as the status quo at home and abroad, the research ideas and research methods of college teachers scientific research "work quota system", defines the concept of the college teachers, college teachers scientific research "work quota system" and points out that the performance evaluation of college teachers occupies an important position in the public sector performance evaluation. The second part makes a in-depth analysis of the status quo of scientific research performance evaluation of college teachers and points out the existing problems, such as the lack of strategic, evaluation indicators, evaluation methods, too frequent evaluation cycle. The third part conducts a in-depth discussions on the reasons of the problems in the second part from the four aspects of the guiding ideology of evaluation , the existing system, subject differences and the cyclical nature of scientific research activities. The fourth part proposes the countermeasures on the optimization of the scientific research performance evaluation of college teachers combining the current college and college reality, proposes practical measures for college teachers performance assessment from several latitudes of the performance evaluation system, such as designing guiding ideology, positioning system, the indicators electiveness, determining assessment cycle, and uses AHP to calculate the weights of college teacher performance evaluation system, lastly, it refers to the re-application of the performance evaluation results. The last part is the concluding part, it points out that the evaluation indicators, evaluation criteria and the weight needs further in-depth analysis under the specific circumstances of individual schools and specific issues, the purpose of the study is to construct a workable and effective college teacher performance evaluation system and improve the scientific research performance level of college teachers.
