As Private Education Promotion Law and its implemental regulations are released the private educational system gradually becomes more standard and rational. With the improvement of the institutional environment a number of new private schools have emerged unceasingly, which means the scale of private education grows rapidly. The mid-western local governments in China are more enthusiastic at organizing private schools. This is a good phenomenon which suggested that people paid more attention on private education. as an important force to promote the development of education in China policy, institution, juristic guarantee on private education have achieved a certain degree of progress during the past 30 years Since China reformed and opened up, not to mention the scale of running the schools and the quality of teaching. At the same time, with the development of private education in China it also has some issues to be resolved, such as criterion of administration, the charging system, "Famous school purchases private school", the reconstruction of public schools and competition between "Independent Institute" and other private schools. Whether these problems can be resolved determines the further development of private education in China. Above all we consider all these problems to be a main problem which is related to institution. In the view of this, the dissertation tries to explain how private education develops in the future by theories of economics. A path of historical process on private education revealed the basic path of changes in private education Since China reformed and opened up. It also analyzed the shortcomings which exist in private educational institution and showed some good examples and experience world wildly to point out the tendency and development goals of private education in China.The thesis falls into six parts:Part I: preface. Set forth the origin, current situation at home and abroad and the thoughts of this dissertation and then pointed out the innovation and deficiency of this dissertation.Part II: Basic concepts and theoretical basis. Explained some related concepts, such as private education, private school, institution, educational institution, etc. therefore, introduced new institutional economics as theory and tools.Part III: Historical progress and Change Content Analysis of private education in China. This part took time as a clue, private education experienced several important institutional vicissitudes from 1978 to 2007 and analyzed by new institutional economic, therefore, pointed out the dependent mechanism of private educational institutional vicissitude. This part also analyzed the vicissitude including private educational policy, private educational legislation, private education property rights and subjects of running school.Part IV: Inspiration on institutional vicissitudes of world wild private education. This part brought experience of world wild private education in, such as private educational legislation in United States,in Japan, in South Korea etc, to inspire us how the private educational legislation works. And Changes on institutional development of private education, which were sponsored by Asia-Pacific countries, set a good example for us.Part V: flaw and strategy of private education in China. Based on the analysis above this part pointed out some problems that require to be resolved, such as teachers internal management system, the charge system and reconstruction of public schools.Part VI: A trend analysis on institutional vicissitudes of private education in China. This part analyzed the target of institutional vicissitudes and the tendency of private education in China in order to Strengthen and improve the Private Educational Legislation, constructed internal administration and standardized the reconstruction. In that case private education would break the government monopoly, regenerate the operation of market, improve the administration of public schools and promote the system of legal entity.
