With the social development and educational reform, all kinds of educationaltraining institutions, especially the private culture and art training institutions, areconstantly emerging. However, the exist of lots of illegal training institutions destroysthe normal and ordered development. The government has regulated and supervisedthat for many times, but the situation doesn’t change. In order to regulate the currentsituation of culture and art training, this paper carries a deep analysis and study on thetwo basic elements of system of private culture and art training in china on the basisof reality and field investigation and through taking an example of Yuelu District,Changsha, Hunan Province.This paper contains the following parts:Part1. Introduction. It mainly describes the research framework and design fromthe aspects of research origin, research purpose, research content, literature review,research meanings, research methods and research thoughts and so on.Part2. Overview on related theories of system of private culture and art training.It mainly clarifies the related theories about system of private culture and art trainingso as to lay basis for this research through clarifying the connotation and denotation ofsystem of private culture and are training and the organizations and regulations of it.Part3. Analysis on problems and causes of system of private culture and arttraining in Changsha. According to the established theory of system of private cultureand art training and taking Yuelu Changsha as an example, this part analyzed thestatus, problems and causes of system of private culture and art training in Changshafrom policy, economy and social culture so as to lay basis for the future reform.Part4. The enlightenment from foreign system of private culture and art training.This part drew lessons from Australia and Japan which have good training systemfrom implementation, management and system.Party5. It proposed some suggestions and measures for the reform of system ofprivate culture and art training in China based on the current problems and causes:Firstly, for implementary institutions, it is necessary to set up strict standard and promote the healthy development of institutions, including: to clarify school-runningsystem and regulate school-running; to eliminate fake information and buildreasonable and ordered enrollment system; to perfect system for selecting teachersand improve teachers’ quality; to make a clear school-running purpose and buildlong-term development program.Secondly, for management institutions, it is necessary to improve supervisionmind and clarify the supervision subject, including: to carry out efficient supervisionthrough clarifying the registry authority; to regulate internal management throughbuilding scientific principle; to improve social supervision through popularize legaleducation.Thirdly, for system, it is necessary to strengthen policy guidance and perfectmanagement regulations, including: to perfect management regulations in state system;to strengthen management regulations in institutional system.
