"Vocational education, in essence, is employment education." said Zhou Ji, Minister of Education of China, when he was interviewed. "Vocational education must start its employment-oriented innovation and be geared to the society and the market." However, the expansion of educational functions asks for diversified assessment methods on higher vocational education because of the diversification of its goals and modes, which shows higher vocational education not only has to satisfy the requirement of employment, the students and their parents but the students' sustainable development as well, for employment rate is merely one of its targets.This paper holds the idea that system theory applies to the evaluation of the qualified personnel in higher vocational colleges and the talent training in higher vocational education is a process of input, practice, output and feedback. It helps to define the demand-oriented and curriculum-cored concept of the talents training quality in higher vocational colleges. With the results of questionnaire, interview and observation, I systematize the evaluating indicators of talents training quality by means of quantitative (factor) analysis. The proportion of each indicator can be marked with objective weighting method. Finally through the fuzzy assessment a case study of a higher vocational college will be carried out according to the above-mentioned evaluating indicator system.
