The higher vocational education has experienced nearly 30 years of developing in our country,and gets more and more attention by the society.The focus of public attention is mainly concentrated on the talents cultivation objectives and teaching qualities of higher vocational education.Because of this,the teaching quality supervision and guarantee system in higher vocational education have been a hot issue concerned by the administrative department of education and all sectors of the society.The annual quality report of talents cultivation in higher vocational education came into being under the background.The efforts and attempts of the annual quality report of talents cultivation in higher vocational education as the operators,administrators,and teachers,to comb the past,to clarify the status quo,to look forward to the future,is not only the quality accountability and important measures to improve the talents cultivation quality control systems,but also is an important aspect to strengthen their own connotation construction in higher vocational colleges.Since 2012,it has played an important role in advancing the sustainable developing and enhancing the social supervision of higher vocational college.However,limited by ideology,restricted by the existing system,the role of historical inertia and other reasons,annual quality report of talents cultivation in higher vocational colleges is still in simple “layout” and “passive released” level.Its content requirements,index system and reflecting the quality of talents cultivation and responding to the public about the teaching quality of higher vocational education expectations are still having some distance.At first,some related concepts,such as the quality of higher vocational education,talents cultivation quality were defined clearly in this paper.Under the developing of vocational education,the background and the release significance about talents cultivation quality report in higher vocational education are given an explicit explanation.Secondly,based on analyses the current situations of the annual quality report in higher vocational education in Hebei province,the paper combs out the three main problems,for example,the structure is not complete and index system lack of comparability;public awareness is not strong and poor compliance;disclosure is insufficient andsocial supervision is ineffective.And from the index system,specific contents,manifestation forms,information disclosure and other aspects have carried out the detailed analyses of the problem.Then through the thought and ideas,the mechanism and system,the historical inertia,the paper searches for the reasons about the cause of problems.Finally,by referring to the successful experiences and the research results of domestic and international annual quality reports of talent cultivation,combined with the actual situations of higher vocational colleges in Hebei province,put forward four principles about how to write quality report;In order to improve and optimize,five recommendations are given,including the index system should be clear,scientific,concrete,enhance comparability;talents cultivation qualities are analyzed from multi-level and multi-perspective,and contents are comprehensive and objective;let the public want to see,understand and believe;the information disclosure mechanisms for all stakeholders have been improved.
