The local government in China undertakes the primary responsibility of the compulsory education. In 1988, Suzhou was selected as the national pilot city for promoting the educational comprehensive reform. In 1992, Suzhou became the first one to achieve universal nine-year compulsory education in the provincial cities. During the process of the development of compulsory education, Suzhou formed many local individuality characteristics. Some characteristics are also the reflections of generality in China's southeast coastal areas. Suzhou has made some achievements, but also faced many new contradictions and problems, such as the sudden influx of floating population, the rapid increase of population scale, the shortage of the education resources, and the unreasonable education structure, scale, efficiency, etc.This thesis takes the compulsory education policy and the policy environment of Suzhou region for example, trying to establish a policy evaluation framework, focusing on the policies the government adopted in the implementation of compulsory education "equality of opportunity" and "quality assurance", discussing the realization of the government responsibility, and putting forward some recommendations about the development of policy.
