Research On The Support Of Local Government Educational Policy To Non-government Higher Education

The existence of Private higher education in our country is both old and young.The prototype of the earliest private higher education in China is private school. It has begun in the Spring and Autumn period. But the existence of private higher education starts from 1980 s in China. Therefore, both Private higher education and educational career all have the ancient history and young now.Non-government higher education has become an important part of China’s higher educational career after more than 30 years development. The development of private higher education has played a significant contribution-- met the social demand for higher education, alleviated the shortage of the national higher education resources,and realized the popularization of higher education in our country. At present, China’s higher education is facing the period of historical transformation that is from scale expansion as the main characteristics of the denotative development to quality improvement as the main characteristics of connotative development. Meanwhile,private higher education will obtain more opportunity and face more challenge. As a public business, the development of private higher education cannot leave the support of national policy. To a certain extent, the government has introduced a series of policies to support and standardize the development of private higher education.On the support of private higher education policy, however, are scattered in other educational policies, and didn’t form a system of private higher education’s own relatively independent and complete system, and about the property rights of private higher education, a reasonable return, government funding, classification management,and other problems in the current policy remained vague and general lacked of operability. The management of the private higher education in our country carry out the local control. Under the guidance of central-government policy, the local government make specific rules and guidelines combining the reality of the provinces and cities to encourage and regulate the development of local private higher education. The provinces and cities of the policy is particularly important to the development of private higher education. How to coordinate to deal with the relationship between the central and local, the definition of functions and powers of government, is becoming about the key to the breakthrough of the supporting policies today.This paper analyze the support of private higher education policy by four parts.The first part is introduction, mainly related to the significance of the selected topic significance and the research method of this paper. The second part is the theoretical basis, mainly elaborates the several selected topic related concepts and the theoretical basis of the government how to support the private higher education. The third part is to analyze the development of the policy of the national level and local level of private higher education, mainly to comb the history of the development of private higher education policy supported by the central-government, supplement case study carried out by the policy of private higher education in Sichuan Province, make comparative analysis with the supporting policies of private higher education in Shanxi Province,and provide reference for the development of the private higher education policy in Sichuan Province. The fourth part is solution suggestion for this article, on the basis of analyzing the supporting policy of the government, and put forward the local governments to support the policy of private higher education and the corresponding countermeasures. Specificly, the essay mainly embarks from the policy of Education public products. It analyzes the competition of private colleges and universities in the field of higher education present situation, and makes use the concept of education fairness and the theory of cost sharing to elaborate the significance of creating a fair competition environment for the development of private colleges by the government.The support policy of the private higher education enacted by the government, the artical are studied mainly from the perspective of the central-government and local-government. By historical perspective, the central-government combed the track of change of private higher education government policy, and determined the trend of the policy of private higher education. On the local policy, This article is mainly develop the current situation of the private higher education in Sichuan and the government’s current policy as a case study, make a comparison with Shanxi Province that has a large development level with Sichuan Province in western, analyze the impact of the policy about the development of private higher education by local government in order to promote the healthy development of private higher education.
