The Role Which Local Government Plays In Resources Disposition Of Compulsory Education

With the constant unceasing reform and innovation of the administrative system of compulsory education in our country, we have established educational investment safeguard mechanism focused on that in county(district).The center of compulsory education management descends, and the local government plays an important role in resources disposition of compulsory education. In this paper, first I analyzed the functions of local government, especially the ones of education aspect, and then the function which local government plays in educational resources disposition. By reviewing the government in Canglang District in Suzhou, I analyzed its success and failure in educational resources disposition, and summed up the experiences and lessons. Through the combination of theory and practice, I pointed out the functions of local government in the balanced development of compulsory education at last. In my opinion, we should take various measures to optimize the government's function of compulsory education resources disposition. First, we should strenghten the government's ability of macroeconomic regulation and control to ensure the fair deposition of educational resources. Meanwhile, we also should protect education property right so as to make balanced development of compulsory education by clear property right. The independe of schools should be expanded as well. We should raise the school education's enthusiasm to make good and fast development of compulsory education according to the Science Development View.
