The smooth development of higher education needs the right policy support, adequate financial support and a stable social environment, etc. All this is inseparable from the Government's effective management and supervision. The government is the most powerful force of the development of higher education. Under the planned economic system, the Government's higher education management methods rely mainly on administrative directive, the management role is ambiguity, and strictly control the internal affairs of the specific college management. Government controls over the type of performance, which is a versatile Government. At this stage, our country is in a period of transition to a market economy, the traditional functions of the government obviously can not meet the needs of higher education, which has developed rapidly changing needs. Moreover, the foreign modern management concepts impact our government. It also should change timely and positively in higher education management functions. In the process of change, many issues still need to be gradually understand , using the New Institutionalism and the related concepts to explained the crux of the problem, we can better sort out ideas, improve the government functions of management of higher education.In this paper, using of research literature in the way of historical research and comparative research to sort out our government on macro-management functions of higher education on the basis of historical evolution. Based on the New Institutionalism, analysis the evolution of the system, reveals our government evolution of higher education management functions and faces the outstanding contradictions and problems, then describes the future management functions of our government higher education.This paper first gives a brief review on the background and basis for the research data and defines related concepts. Second, to sort out the evolution history of the Government's higher education management functions. And then summer up in phases with the characteristics. Third, from the perspective of the New Institutionalism, analysis the evolution of higher education management functions of the internal logic and direction of development. Then, on China's higher education management functions of the current situation and problems, use the New Institutionalism to describe the focus of the problems. Finally, in summing up the Western developed countries higher education management functions and characteristics of the reform of China's higher education management functions, analysis China's higher education management functions on the future direction.
