Along with the rapid growth in the process of citying , the migrant people in china have experienced scale-up and structure changing since 1990s .The apparent point is characterized from "went out alone for work" to "moving with the whole family" , so the problem of migrant children' s compulsory education occurs, which is not only an important social problem, but also an education problem during the period of society changing model of our country. At present, the postponed education policy have been turned into institution obstacle. How to solve this problem effectively is a significant goal in the harmonious society instruction , and it is also an urgent obligation for us to promote compulsory education development in china.This article offered systematic and profound research about the problem of effectiveness on implementation of compulsory education policy of migrant children by adopting policy analysis theoretically and methodically which is based on summing up achievements of the preceding research, investigation and study and analysis of the existing problem of compulsory education of migrant children. This article concluded the tendency of the policies according the appearance and development trace from the following three aspects: education policy formulation, execution and assessment. And disclosed the disadvantages of the migrant children' s compulsory education policy drew up mal-scientifically and incompletely, implemented deformed and policy assessment mechanism unsound ect. . And then, probed into the influence and reasons of the compulsory education policy of migrant children.
