The target arriving at the end of 2000 , making nine-year compulsory education and fundamental cleaning young and adult illiterates universal comes true as scheduled. But, the economic and social development is unbalanced between our country area, dual structure in urban and rural economy effect for a long time, the level gap of education among schools is developed big gradually, different group opportunity to receive education gradually and existence is also worn by the mass educating between different areas, between city and countryside , within area obvious gap. The altitude having aroused the government and the general public takes these problems seriously , the Central Committee of the Party , State Council successively have convened the third time of the whole nation educational work convention and the whole nation elementary education working conference , have made all-round deployment to the elementary education reformation with developing. The present stage, "elementary education balanced development " already becomes a fundamental idea that our country elementary education reforms with developing , it deepens the reform of elementary education with regard to , improves the overall quality of education, the education satisfying the broad masses of the people needs , promotes educating fairness even the social equity all has very important significance in elementary education field realization. But in a matter-of-fact way take a look on that, that our country city elementary education is not the balanced development situation is objective reality's , educate allocation of resources to appear being not even state and interschool difference , educate resource assignment difference to display the trend expanding; Balance has developed the elementary education mistake leading to population obvious difference be appeared on level of education , has led to the vulnerable group of society be confronted with disadvantageous education at the same time, circumstance, has fostered sex education difference and society grade mental consciousness , has appeared losing a social equity.
