The wide range and the large scale rural elementary school merging had carried on China in 2001, with policy of the rural elementary school merging making. On the background of the policy, we did a survey on the spot in the rural elementary school of ShaanXi and NingXia. On the paper, using description analysis. I make an analysis about the impaction of the rural elementary school merging in education fairness, from the view of government input, family education cost, region difference, and student score. The government has not adjusted the structure of the pattern of schools to increase investment, particularly the merging schools. The cost of the family education has not changed too much. In the mountains and plains areas of basic education, there are still gaps and little changed. Merger-guest school' performance of students poorer than merger-host and control school students. And after the merger, the trend of expansion is larger. Overall, the relatively weak two groups, namely the merger-guest school students and mountam students, before and after the merger, they are convergence. From the point of view of fairness, and all problems from the gap existed before the merger. For the rural primary school education, the government strive to improve the existing differences in order to achieve a relatively fair. Through the anlysis, I find that the policy of rural elementary school merging has not had an great impact on the school of the merger-guest and mountainous area, but maybe it still make some problems.
