Guided by the red hot topic of educational fairness, which is widely focused on in the field of education and even all the fields of society, the thesis mainly does research into the problems in the development of private elementary education.Firstly, it reviews the development of the private elementary education after reforming and opening up in China, during which period the characteristics of its development is analyzed and it throws light upon how it functions and what roles it plays in Chinese Educational System.Secondly, it shows that the status of the Private Elementary Education is rising with the reform of Educational System promoted gradually. In addition, Private Education Promotion Law provides legal basis for private schools. Nevertheless, there remain many obstacles and difficulties as it is when it is required to promote the fair treatment in the development of private elementary education, in which case, the situation stays as serious and not optimistic as before. Masses of unfairness come out in this new ear, which constraints the sustainable and healthy development of private elementary education. The fact that private schools are discriminated is due to not only external policy factors but also irregularities within the private schools. In view of the fact that the development of the private schools is limited suggests its sustainable development is widely challenged. At present, China is in a critical period of educational reforming and development. The national government also promulgated the "National long-term educational reform and Development Plan (2010-2020)", in which it stresses that private education is an important agent to the growth of the development and an important force to promote educational reform as well. The Chinese government also draws a grand blueprint to develop private education, but opportunities always go hand in hand with challenges.Eventually, under the precondition of the scientific design and promoting the coordinated development of public education and private education, it elaborates proposals to promote equitable development of private elementary education. As to the national government, it must strengthen the concept of education equity in the legislative process to ensure the equal right to education between subjects; Sound policies and regulations are scientifically formulated; Equal status between the private schools and public schools are implemented; It is required to adopt a market-oriented operation mechanism, improve the management mechanism and strengthen the government oversight functions; To strengthen the theory of private basic education is also very important. From the perspective of their own private schools, Private schools must ensure the correct values and a clear direction of running innovative ideas; Make sure to strengthen the institutional building and manage the school in accordance with relevant laws. Rely on quality to survive and depend on characteristics of access to development; Active to train and keep stable teaching staff; To establish security systems plays an important role in reducing the risk of running private schools. Only by building up a just, fair and transparent competition system between public schools and private schools, can it lead to mutual promotion and common progress, and ultimately to achieve a better vision of educational equity. If so, private schools in the stage of elementary education are sure to come to life and perform a good function in the overall education system of China, in which case educational reform and development in our country can make great achievements and proper contributions are made to the building of socialist harmonious society.
