The gifted and talented are valuable human resources for a country. Attaching importance to gifted and talented education has much strategetic and realistic significance for a country. Training good quality teachers becomes the key issue to implement gifted education. America as a developed country pays much attention in gifted and talented education and teachers training for this field. Master degree programs in gifted and talented education by the college of education in American higher schools prepare much teachers,administrative teachers and researchers of this field for American elementary and middle schools.This article explores the background, current status and characteristics that master degree program in gifted and talented education in college of education has, and analyzes the reasons of having such characteristics. The purpose is to understand gifted and talented education and teacher training in American college of education more detailed, the innovation trends of teacher education in American higher education, and the values to our gifted and talented education and teacher training in this field, as well as the use for reference to our postgraduate education for college of education or teachers' college in China.The whole paper covers in five parts: part one with title introduction focuses on literature reviewing and the research paper designing; part two concentrates on the historical background of master degree program in gifted and talented education by college of education in American higher schools; part three is the current status and characteristics of master degree program in gifted and talented education in college of education; part four as case study introduces two example programs; and the last part gives conclusions of what we can draw from the study, and provides some suggestions as to what we can learn from the study as well.
