When entering into 21th century, the fighting for gifts and talents is bound to become focus of all nations, for the development and the position of a country depends on talents.As this reason, gifted and talented education is of great strategic significance and a task that worth deeply researching.Education of talented and gifted had become the focus since 1978 when China found the first Gift Young Class in Science and Technology University. In the past thirty years, the gifted education in China got a lot of achievements, but it still struggle through great difficulties. Not as the same as China's, America's gifted education developed more maturely, for it gradually carried out independent gifted laws, found many severing agencies and specialized administrative authorities, formed a steady board of research team and plenty of study resources, which set us a good example.This paper has 8 chapters and discusses education of gifted and talented between America and China from the macro-view. The first chapter is introduction part, including the reason and sense for topic selection, the research methods, the explanations for related "gift and talent "conceptions and literature review, so as to the reader has preliminary understand to gifted education. The second chapter illustrates the gifted education history of the two countries. Gifted Laws, gifted education service and administration, research team, gifted study resources and gifted programs are clarified and compared particularly between America and China from chapter 3th to chapter 7th, meanwhile the deficiency on China's gifted education will also be pointed out. Based on the understanding on gifted education above, the last chapter would try to give some reform suggestions on the development of China's gifted education. This paper aims to call people's attention to China's gifted education and hopes the government to establish gifted education laws and regulations quickly.
