Meta-evaluation of higher education is getting growing concern in the theoretical and practical fields of higher education evaluation in our country. Firstly by introducing the history and present state of the educational evaluation and its problems and the causes of these problems, the name and definition of meta-evaluation are given, i.e. meta-evaluation is the evaluation of an evaluation. Then the characteristics of the objective, subjective and the aims of the meta-evaluation are explored. After that, the contents of the meta-evaluation in China are thoroughly analyzed on the base of references of the experiences of those of the USA and Holland, coming up with a sheet of contents for meta-evaluation, which include the following: the foundations, the goals, the system, the experts, the procedures, the sincerity and effectiveness, the benefit and efficiency of the educational evaluation, and its own quality assurance system as well as several methods to meta-evaluate the educational evaluation are given, such as essential analyzing, public opinion survey, experiences summing-up, efficiency appraisal, and sincerity appraisal. Finally, in the conclusion part, the significances of the meta-evaluation and problems on the practice of meta-evaluation in the future are revealed.
