Research On The Talent Aggregating Environment Of Cities

Talents are very important for a country. In the times of modern knowledge economy, the development and using of human resource is becoming the main impetus of economic growth day by day, and talent stratagem must be given priority in economic development. Talents highly centralize in cities and become the key to cities'development. Talent aggregation is that talents flow into a certain district from far and near due to some factors and achieve synergistic effect. Talent environment is the social and natural environment in which the talents live and develop. It contains various factors, including polity, economy, culture, life, education, science and technology, geographical conditions and so on. Therefore, talent environment is the aggregation of all the factors that attract talents. The key to cities to win in talent competition is to construct a favorable talent aggregating environment.Based on the theory about the talent aggregation and talent environment, this article defines city's talent-aggregating environment from economy, life, population, natural environment and policy, evaluates talent aggregation from the quality and quantity of talents, builds up two index provinces, this article quantitatively analyzes the correlation of talent aggregation and city's talent-aggregating environment through factor analysis and multiple linear regression and qualitatively analyses the influence the policy has on talent aggregation. According to the regression equation, this article arrives at a conclusion: economical environment is the most important factor that attracts talent people, living conditions are the second important factor, followed by population and natural environment. Besides, favorable policies can develop a good soft environment for talent aggression. The result is in accordance with practice, so it can give some suggestions to the talent environment construction in cities.
