In today’s world,competition is becoming increasingly fierce,and talents have become more and more important in leading and supporting economic and social development.They are strategic resources for realizing national rejuvenation and winning international competition.At present,new policies for talents have been introduced in various places,marking the beginning of "Vying-for-Talents war".How to seize the opportunity of the times,enhance core competitiveness,innovate in talent management in accordance with local reality,and thus be invincible in regional talent competition is the top priority of local governments in talent management work.This has drawn academic community’s close attention and brought about series of exploratory research and theoretical analysis.At present,Taishan District of Tai’an City is in a critical period of economic and social transformation and upgrading and reform and innovation.As the main urban area of Tai’an City,Taishan District shoulders the foremost task.Based on this,Taishan District has strengthened the management of high-level talents,carried out a series of reforms and innovations in talent management,changed the traditional government single management talent model to a government-led,multi-party talent management model,and adopted a market and social approach to talent management.Building a "strong talent zone" has achieved certain results.However,due to various reasons,there have been some problems in talent management and lack of courage to reform.This article uses methods including questionnaire surveys,interviews,case studies to understand the current situation and effectiveness of high-level talent management in Taishan District,analyzes the problems and reasons behind high-level talent management,and explores how to improve high-level talent management.Suggestions for feasible countermeasures.Through investigation and research,it is found that in high-level talent management of Taishan District several fields need to be improved,such as insufficient supportive policies,insufficient coordination and coordination of talent management departments,ineffective government-led and market-participated talent management model,discordance in Schoollocal-government and school-enterprise cooperation,and neglecting of psychological human resources service guarantee.Then,in view of the existing problems,the factors of regional economy and industrial structure were analyzed.It is also found out that the talent management department is complicated and lacks synergy,talent management does not highlight the dominant position of the market,the government has insufficient overall planning for school-local school-enterprise cooperation,and the talent management service concept and service policy are updated.Insufficiency and other reasons.Finally,five approaches to high-level talent management in Taishan District,Tai’an City are proposed:strengthening talent policy support from multiple perspectives,building a system that enhances the joint force of talent management,encouraging the promotion of marketoriented talent management models,building a talent management cooperation platform that places equal emphasis on universities and enterprises and optimizing the "people-oriented" professional talent service soft environment in an all-round way.Through investigation and analysis,the results of the research will play a positive role in promoting the high-quality economic and social development of Taishan District,Tai’an City,enhancing the competitive advantage of high-level talents in Taishan District,Tai’an City,and even talent management innovation across the country. |
