Along with the development of the oceanographic project, the quantity of the oceanographic talents has been steadily increased, the quality of the talents has been markedly improved, the structure of the talents and the vocation distribution have been suitable, and the work environment have been better because the Party and the State Council have been concerned about the construction of oceanographic talents , and the State Oceanic Administration, the Ministry of Science and Technology, Ministry of Education and other departments pay attention to it. And the oceanographic science and technology talents play an important role in the field of research, investigation of oceanography, the development of the marine resource, and the protection of the ocean environment, the vindication of the marine rights and interests and the prevention of the disaster.But there are some problems have to be resolved, such as the low average oceanic production value, the weak ocean exploitation technology, the low degree of ocean exploitation. In addition, the application rate of the oceanic science and technology must be improved, and there is still a big gab between the advanced country and ours in the ocean management. And there are some problems on ocean security and the quality of the people engaged in ocean work is still low. Compared with the advanced countries, there is not enough storage of excellent oceanographic talents, and the high-class scientists pullulate slowly and we are short of high-level science and technology people. So not only the amount but the quality of our oceanographic talents can't catch up with the advanced countries and it can't meet the need of the construction of the innovational country and the fast development of ocean project.21 century is a new era for the exploition of the ocean. To make sure that our country will not be dropped behind in the new round of international ocean competition and try to catch up with or exceed the advanced level of the international ocean project development, our country will implement the great power ocean strategy. So it's a guarantee to construct a oceanographic talents team with high quality, reasonable structure, increasing whole strength which can accelerate the fast and healthy development of the ocean project and get to the goal to construct modernization ocean great power.This paper defines and compartmentalizes oceanographic talents in the situation of our country from two aspects about talents types and levels. And the definition is that the oceanographic talents are the work force who has a certain extent oceanographic knowledge,and can bring some benefits to the development of the oceanic project by one's knowledge and ability in some space-time extension. It can be compartmentalized into marine administration talents, ocean research talents, ocean technology talents, ocean craftsmanship talents, ocean education talents and ocean physical force talents by types. It is compartmentalized into oceanic chief talents, oceanic generalship talents and oceanic champion talents by levels. At the same time, the paper analyzes the actuality of oceanographic talents in China according to plentiful statistical data. And then it summarizes the problems about the oceanographic talents and analyzes the causations.After the analysis of the actuality of oceanographic talents evaluation system from different aspects, the paper gives some suggestions. Taking ocean management talents the State Oceanic Administration as a target, the paper sets up an estimation targets system and estimation model using Analytical Hierarchy Process(AHP),and discusses the principle of the model ,the setting of the targets and the application of the model.
