A national and regional economic and social development is inseparable fromtechnological innovation and progress, innovation and progress in science andtechnology depends on the quantity and quality of scientific talent. Science andtechnology talents are the carriers of knowledge and technology,and these people areimportant parts of national human resources, are key factors in scientific andtechnological innovation. Shandong province is a big province in China.Economiesof scale and speed of economic development are lesding, especially as the Bohaieconomic circle and the members of the economic circle of Northeast Asia, Shandongprovince is playing an increasingly important role, and raising the level of manpowerdevelopment has become more meaningful. In order to raise the level of manpowerdevelopment and adopt of appropriate talent development strategy in Shandongprovince, the most important thing is to establish a comprehensive system ofevaluation of Shandong province.In order to evaluate scientific and technological talents in Shandong province,This article has used the literature law, the theory logic analytic method, thequantitative analysis and the qualitative analysis unifies and so on to conduct theresearch. First of all, the paper uses many tables, figures to show developmentsituation of Shandong province science and technology talent clearly, mainlyincluding the current scale of the talents of science and technology in Shandongprovince, funded status, distribution patterns of talent present situation, and on thebasis of the analysis, it builds a set of complete and practical significance ofevaluation index system of scientific and technological talent. This target systemmainly includes4first level targets,19second level targets. The first level targetsinclude: the technical funds investment, the local authority supports dynamics, thescientists and technicians content and the scientific and technical payoffs, The secondlevel targets include: The R&D funds disbursement, the R&D funds investment intensity, the R&D funds exterior disbursement, the R&D funds interior disbursement,the local finance science and technology allocation, the local finance science andtechnology allocate funds to account for the local finance disbursement proportion,the government expenditure account for the R&D funds interior proportion, thegovernment science and technology encouragement policy, the R&D personnel count,the R&D personnel density, have the research and development activity number ofunits, the R&D personnel area density, the R&D personnel entire time equivalent, theinvention patent quantity of patent, the invention patent award the quantity, theeffective invention patent quantity, the effective invention patent density, PTC (patentcooperation treaty) the international monopoly quantity of patent. In the empiricalanalysis stage, the paper first uses the analytic hierarchy process the definite guidelineweight, then uses the TOPSIS method to order of Shandong17prefectures, and isdivided into the scientists and technicians development level according to thecomputed result these17cities: higher, medium and low. Then through Qingdao andLaiwu various contrastive analyses, discovering the disparity of the scientists andtechnicians development level and the reasons, and giving three proposals on thedifferent areas of Shandong Province to improve the level of development of thescientific and technological talents:(1) increasing investment of government researchfunding, and raising the research spending efficiency;(2) providing good scientistsand technicians development environment, enhancing the scientists and techniciansattraction creativity;(3) building incentive system scientifically and strengthening theconstruction of scientific and technological talents.
