Analysis Of Talents Flow Based On Efficiency Of Talents

Recent years the talents flow is prevailing in China mainland. Huge numbers of talents are flowing to the southeast provinces and cities, which exerts a series impact to the local economy development. The talents flow brings to something important to the areas, such as the effect of the local economy, the mechanism of the talents flow, and the process of the talents flow. To analyze these questions is of importance value not only real but also theoretically. Based on the concept"efficiency of talents", this paper analyzes the flowing of the special technicians which was a part of talents. This paper put forward the concept"efficiency of talents"which has been used to manifest the usefulness of the talents to describe the economical effect of the special technicians, analyzes the factor of the flowing of the special technicians which affects the quantity of the special technicians in some area, and describe the process of the flowing of the special technicians and gives some policy to control the flowing of the special technicians.The main contents of this paper are:The first part puts up the question on the talents flow. It summarizes the Chinese scholars and Western scholars'theory of the talents flow. Then it puts forward the mainframe of this paper. The second part introduces the concept of the talents and the special technicians, and analyzes the different economical effect of the talents flow.The third part investigates the efficiency of talents of different areas of China in recent years. It compares the efficiency of talents of different areas, and analyzes the factor of the changing of the efficiency of talents of different areas, which are a base of the later analysis.The forth part analyzes the factor of the special technicians flow. From the theory and the experience, the efficiency of talents is the main factor of the special technicians flow.The fifth part gives a description of the process of the special technicians flow and gives some countermeasures of controlling the flowing of the special technicians. Using the Markov process to describe the flow, leads in the outflow and the inflow of special technicians are the direct factor of the quantity of the special technicians in some areas. From these result, it gives some countermeasures of controlling the flowing of the special technicians.The last part concludes this paper. After summarizing this analysis, it puts forward some defects and further study of this topic.
