In 1999 the expanded strategyof our country universities official implemented. The Chinese higher education welcomes arecent development time, the enrollmentrate of college entrance examination broke through 50%, the university graduates population also climbs year after year: In 2004 2.8 million, in 2005 3.38 million, in 2006 4.13 million, in 2007 4.95 million. The situation of university students geting employed is stern day by day, the employment pressure suddenly increased,.It also become a society problem. This has not only brought students and their familiers the small impact,but also aroused the entire society's interest and the ponder.The difficulty of geting employed not only relates the university graduates vital interest, but also relates the society stabilizing with the development and the harmonious society to construct this significant goal. We must take it seriously, rationally regards this question, analyzes this question, solves this problem.The essence of the difficulty of university student getting employed is one constitutive contradictory. The difficulty mainly manifest two aspects in the quantity and the archery target, because the universities blindly expands incurs, the graduate grows excessively quickly, it has surpassed the employment post which the social economy development can provide, because the graduate quality and the knowledge structure ill applies the unit need, because the bilateral supply and demand comes apart,.In addition the government and other administration departments responsible for the work's work not completely arrive, the graduate in seeks employment cometo all sorts unfair phenomenon. Do further intensify university student's employment to be difficult. Must solve the university student to get employed difficultly, must from universities's education pattern, the education content start and prompt adjusts, Simultaneously the university student must strengthen the practice skill in learn the knowledge culture ,and promptly transforms the idea of employment, enhances the skillful level of seeking employment. More importantly, we must set the creation good legal system environment for the graduate, already seeped in the present executive power function scopeto under the social life each domain premise, simultaneo(?)sly the students had the employment the right and the freedom, had to get employed as the administration controlling organization for the university student, positively fulfilled own administrative function, sought the welfare for the university student, had the section to complete the administrative instruction work. Passes the advantage positive or the negative benefit induce stransfers the society employer in the employment aspect enthusiasm and the potential, simultaneously must further consummate in the judicialrelief aspect, when seeks employment or in the work process has the dispute creates the harm to the graduate to defend own through the lawsuit regulation for the graduate legitimate rights and interests toprovide the safeguard, for alleviates until the solution employment tobe difficult to provide the condition.
