Study On Functions, Problems And Countermeasures Of University S&T Park In The Transform Of FSTs In U&Cs

University Science and Technology Park is a new type of social and economic organization for technological achievements transfer and start-ups incubation which combines teaching and research activities in universities and the hi-tech industry. As university merit ability prolongs and expands under the new situation, University S&T Park has driven the development of region economy.With the assistance of Committee of Tianjin Economic&Development Area (TEDA), the construct of Tianjin University S&T Park (TUSP) was proposed to speed up the transform of the FSTs in Tianjin University. TUSP is the one of the first University S&T Parks accepted by Chinese Government. Analyzing the operation of TUSP has its academic value and realistic meaning.This paper starts with research definition and relative theory of University S&T Park. These make a fully preparation for the next analysis. Then the paper focuses on the important role of University S&T Park plays in the transform of FSTs in U&Cs, next the paper analyzes the circumstance of TUSP on the base of its development status, tries to find out the influences during the operation of TUSP. Finally the paper sets up countermeasures to implement the operation of the park including system innovation, policy instituting, item and person with ability introduction, enterprise support system construction.
