Evaluation Index System Of University Of Science And Technology Park

The university science park has got great achievements since the first university science park in China set up ten years ago. They have set their roles in many fields, especially in the fields of transferring the scientific and technological achievements of colleges and universities into practical production, incubating enterprises of high-tech, cultivating talented persons into creative individuals, and so on. Since the university science park has become an important impetus to develop economy, it's very necessary to research the theories of the university science park and use the theories to lead the construction of them.Based on abundant investigation and referring to the experiences and lessons got from the development of science parks throughout the world, the paper suggest a new science park management pattern which is divided into three levels, and a new operational mechanism named "three planes and one core" including the universities, government and society. On the ground of Delphi method and analysis on both the function and success of the parks, this article establishes an assessment system with five aspects which covering the scientific research capacity of the depended-on universities of the parks, the technological innovation competence, the enterprise-ship environments, the achievements got during the development and the internationalization of the parks. Finally, with the case-analysis of the last year's operation of the ZJU science park, together with its comparation with the world-famous Silicon Valley and Hsinchu science park in Taiwan, the article finds the defects of the development of the science parks in China, and gives a thorough consideration of the strategetic countermeasures to the development of the university science park in China.
