The existing organization's operation mode is constantly impact by the development of economic globalization and competition for human resources, so innovation and adjustment of the human resources management become more and more obvious. As the product of social economy in a certain stage, human resources dispatch has adopted by various countries in the world, and now it has become a dynamic and irreversible global trend. After accession to the WTO, China is facing the impact of the global economic integration; the posterity of traditional personnel system becomes increasingly obvious. Meanwhile the entering of overseas dispatching industry will further develop the domestic industry.This paper mainly studies the intrinsic characteristic of human resources dispatch, and the appropriate function of government in developing human resources dispatch market, which reveal the strategies of developing human resources dispatch market in the current period. There are five parts in the paper: the first part elaborates the basic theory of human resources dispatch, which reveal the rationality of development in human resources dispatch; the second part briefly describes the fundamental situation of human resources dispatch market and new trend of developed countries, so that it can be our good reference. The third part talks about China's current situation and background of human resources dispatch, then it points out the sticking point and contradiction; the forth part analyze the human resources dispatching mode of Hebei Province through combining the practice. The fifth part through above analysis the author put forward the suggestion on developing the industry, and the proper localization of government function in the process of human resources dispatching.The function of government is the key point that influencing the marketing development and resource allocation. The finial part of the paper draws out the appropriate intervention of government or macro localization of government. It optimize the dispatch environment through policy instruments, leads the development of those institutions. All of the strategies have both theoretical and practical significance in the direction of developing human resources dispatch, construction of a reasonable framework and guidance of the current dispatch working.
